Inspur Special Computer Business Division, also known as Shandong Chaoyue Numerical Control Electronic Co., Ltd. and often referred to as Inspur Chaoyue, is one of Inspur Group’s wholly-owned subsidiaries. Inspur Chaoyue is a high-tech enterprise, the first of its kind in China involved in anti-harsh environment computers and the leading supplier of security-oriented, computer platform enhancement and services.
Inspur Group, the company it belongs to, is one of China’s earliest IT enterprises and China’s leading provider of computing platforms and IT applications solutions with three companies, i.e. "Inspur Information", “Inspur Software” and “Inspur International", under its name, covering 5 industrial clusters including computers, software, intelligent terminals, mobile communications, semiconductor and lighting. The Company houses a national key laboratory for high-performance servers and storages technologies, the only one of its kind that is based at corporate premises. It also undertakes a major project -- "Inspur Tiansuo High-end Fault Tolerance Computing System Development and Application" as part of the "863" plan and was awarded with 260 million Yuan national funding. In 2009, Inspur partnered with the 11th National Games in providing IT products and services. With over 6,000 employees and 23.2 billion Yuan of sales revenue in 2008, Inspur ranks second in China’s IT industry and first in independent software industry as far as its comprehensive strength is concerned, gaining itself competitive edge in software and hardware integration. Inspur is becoming a full-fledged leader in the IT industry.
Since 1970s when the 884 radio station manufactured by Inspur was used by the army, Inspur has come along more than 40 years of supplying military materials. In 1990s, Inspur was the first company that introduced Yejingang, a portable Rugged product for military purpose and set out on a glorious journey to serve the information-based construction of the national defense. In the 21st century, as four military representative offices went into operation, Inspur acquired a better insight into the military demands and presented Jingang Rugged series and Jindun series security products, undertaking historical responsibilities to informationize the national defense.
After more than a decade of corporate endeavors and technological accumulation, Inspur has formed its core capabilities in terms of technology research and development, marketing, operations management, manufacturing and service assurance.
Inspur Chaoyue is a high technology-driven enterprise focusing on independent innovation and for many years committed to the research and creation of security and reinforcement technologies, tackling a number of highly difficult bottlenecks and acquired many mature technologies. The Company pays much attention to the training and recruitment of technical personnel and has more than 100 R & D staff and the Shandong special computer engineering technology research center, forming an R & D operation system that “creates one generation, stores one generation and produces one generation". The Company undertakes a number of key national scientific research projects on independent innovation and industrialization. Of all certified research projects, eight are scientific and technological progress awards at provincial and ministerial levels and one at the municipal level. 104 patent applications were accepted, of which 56 were granted, with an annual steady growth rate of over 20%.
In the marketing front, Inspur Chaoyue has established a well-developed mode “focusing on customers”. The sales chains based on industries and the sales territories targeted by regional sales can respond to customer needs in a prompt fashion. Marketing has been helped by promotions like “focusing on customers”, “customer care” “new products launch” and “brand publicity”. In the process of serving the country and the national defense in information-based constructions, the Company attracts much attention from CCTV and the local press that reported on the issue on many occasions, which greatly enhanced the Company's reputation and brand recognition.
In the operations management front, Inspur Chaoyue adheres all along to strict working processes by strengthening management and control over all aspects and whole processes covering all staff and establishing performance and ranking appraisal systems. The Company has formed a corporate style and an operations management system featured by quick response, accurate execution, united collaboration and performance orientation, and achieved effective operation and continuing improvement of the quality management system.
In the manufacturing front, Inspur Chaoyue has the largest special computer manufacturing base in China that produces 200,000 sets each year. The Inspur manufacturing workshops are equipped with two automatic production lines and one unit system line that are technologically and professionally advanced in China, forming a smart cyclic production process integrating assembly, commissioning, maintenance, aging and packaging. The Inspur special computer processing center is complete with laser cutting machines, CNC punch press, machining center and digital bending machine and can meet the demands for extremely strict manufacturing techniques and processing accuracy. At present, Inspur Chaoyue is capable of mass producing standard products and flexibly customizing special products.
In terms of services and support, Inspur Chaoyue has a customer service center, wartime paramilitary electronic security squad and sales service teams consisting of regional offices and the industrial headquarters and which are close to customers. They are able to undertake onsite professional maintenance, wartime support and general communications and services. The paramilitary electronic security squad has been engaged 30 times in large military exercise and supporting important missions with success and commendations from military heads.
By “focusing on customers", Inspur Chaoyue closely monitors and quickly responds to different troops, integrated environments and applications. After more than a decade of technological accumulation and improvement, it has created two series of products represented by Jingang and Jindun.
Inspur Chaoyue always puts quality first and has passed ISO9001, ISO14001 and GJB9001A certifications; by approved by confidentiality authorities, it shows its emphasis on the importance of secrecy. As scientific research and production capacities continue to improve, it has obtained a series of military qualifications including National Weapons and Equipment Research and Production License, the General Armament Department Registration Certificate for Companies Contracted to Manufacturing Military Equipment, Military Electronic Equipment Research and Production License and Quality Management System Certification for Naval Equipment, laying a solid foundation for the informatization of the country and the national defense.
