Inspur delivered an end-to-end BSS & OSS solution, enabling automated operations in a multi-operator shared network with FTTH open access, fiber wholesale, and network leasing.
A subsidiary is established in 2009, its primary responsibility is to build and operate a fiber-optic network covering the entire Kingdom of Saudi Arabia. As part of the National Broadband Initiative, the company provides PON network and fiber resource leasing services to multiple operators through a wholesale model, without directly serving end-users. Prior to this project, the customer faced challenges including low resource utilization efficiency, lack of standardized construction management, service provisioning reliant on manual synchronization, and a settlement process based on Excel spreadsheets that was error-prone.

This solution establishes four foundational pillars: unified resource orchestration, zero-touch service fulfillment, intelligent rollout scheduling, and automated commercial settlement. Together, they drive end-to-end automation and fully digitalized operations across the Open Access Network.

End-to-End Automated Service Provisioning
The system realizes fully automatic FTTH service provisioning complying with the latest CITC regulations. The whole process from order receiving, resource allocation to automatic activation is completed without manual intervention, which greatly improves efficiency and accuracy.

Automated Commercial Settlement System
The solution replaces manual Excel-based settlement with automatic inter-carrier clearing, billing, and reconciliation, improving efficiency and ensuring 100% accuracy.
