Installing a smart and intelligent city brain for the city, a huge system that supports technology integration, business integration, data integration, cross-system, cross-business, cross-department, cross-territory, and cross-level, is an important guarantee to improve the city's ability to "think" and the level of governance.

Solution Introduction

Municipal City Brain: Based on the government cloud, a single urban brain platform is constructed to activate data resource elements, focusing on three major areas: digital government, digital society, and digital economy. It leverages the three screens of large, medium, and small sizes to empower the high-quality development of the city. Currently, Inspur has created municipal city brains for places such as Jinan, Chongqing, Bozhou, and Panzhihua, effectively allocating public resources, continuously improving social governance, and promoting sustainable urban development. Among them, the construction of a new type of smart city in Jinan has won the Global Digital Transformation Award in Barcelona and has been awarded the "Top Ten Model Projects of Smart Cities in China" for three consecutive years. It has helped Jinan to achieve four consecutive championships in the creation of a civilized city, becoming a "Chinese model and a world sample" that promotes the improvement of urban governance capabilities through the construction of smart cities.

District and County Brain: It serves as the core node connecting the city with the grassroots level, focusing on strong applications such as urban management, social governance, smart communities, and smart parks. It creates integrated urban governance scenarios to assist in the high-quality and sustainable development of districts and counties. Inspur has developed district and county urban brains for places like Linshu, Baofeng, Lixin, and Zhengdong New District. Among them, the Zhengdong New District Urban Brain has achieved a "unified network management" in the field of urban governance. It has realized a "single platform dispatch and a set of procedures for handling" urban management cases. The automatic dispatch rate has reached over 90%, and the on-time case closure rate has been improved from the original 71% to 90%.

Community Micro Brain: Grassroots governance is the management that directly faces the people and is an important cornerstone for maintaining social stability. Whether grassroots governance is effective will directly affect the sense of gain and happiness of the people. To improve the level of grassroots governance, Inspur focuses on the construction of the urban end governance system and proposes a "1+4+N" grassroots governance model. This model is led by grassroots party building, with an emphasis on grid management, urban management, emergency command, and livelihood services, and extends to N types of applications. It makes full use of technologies such as IoT and 5G, with the "Convenience Code" as the core, effectively integrating grassroots governance with grassroots services. Pilot projects have been carried out in Guodian and Nanxinzhuang subdistricts of Jinan to truly enhance the digitalization, networking, refinement, and intelligence of urban end management.
