Hainan Smart Water Network: Smart Water Network Guards Hainan Waters

Overview

According to the guidelines of overall planning within one network, management upon one platform, the co-governance of water resources, water disasters, water environment, and water ecology, a comprehensive safe, ecological, efficient, and intelligent three-dimensional island-type water network has been set up as integrated with the engineering network, management network, and information network together, giving full play to the advantages of water affairs integration through planning of a whole chain process from source water, water transmission and distribution, water supply, drainage to sewage treatment. The Digital Twin Songtao Reservoir Project has been constructed upon the digital twin technology, which integrates all data about real-time water and rain monitoring, flood forecasting and scheduling, water resources management, standardized management of reservoirs, and three-dimensional fine modeling and real-time video of important reservoir facilities to enable the digital presentation, refined management, automatic safety diagnosis, and intelligent scheduling for the reservoir operation.

Background Information

Based on the needs of the local government and the people, Inspur makes full use of cloud computing, big data, and other information technologies to build a smart water network information platform for handling the water affairs throughout the province, forming a provincial network of water affairs. With a dynamic model of the water network established based on historical data, technical support is provided for flood and drought disaster prevention, management of rivers and lakes, allocation of water resources, reservoir joint scheduling, building information modeling (BIM) for water conservancy projects, smart water supply, etc.

Overview for Solutions

As an island province surrounded by the sea and rich in precipitation, Hainan has 3,526 rivers, including 197 rivers with a basin area of more than 50 square kilometers, making it extremely rich in water resources. However, due to the limitations of geographical conditions, the island water system is characterized by difficult precipitation storage, short river sources and rapid flow, and obvious drought characteristics in dry seasons, which bring great challenges to the water security of Hainan Province.In order to improve the Hainan water governance system and enhance the capability of water security, Inspur cooperates with the Department of Water Affairs of Hainan Province to build a green and intelligent water network that is interconnected, coordinated, and complementary to jointly explore the development of water affairs empowered by digital technology and create a new model of national water services.

Customer Benefits

Taking the Nandu River basin as a unit, the water network project is digitized with the capability of visual perception, knowledge-based model, and instructive preplan, all three of which are coordinated to support the flood control scheduling of the Nandu River, the "Four-Pre" scheduling of the Songtao Reservoir, and the allocation of water resources in the Daguangba irrigation area. Since the "three-in-one" smart water network has been set up, there are more than 17,156 users currently on the platform, including an average of 2,000 daily users. The project played an important role when typhoons such as "Shizishan" and "Yuangui" landed on the island, and as the reservoir keeper has completed an inspection mileage of 250,000 kilometers and reported more than 1,700 issues, it has become vital for daily inspection and maintenance of the reservoir.
This project has won the 2022 IDC Asia Pacific Smart City Awards (China).
