The platform fully connects the smart urban construction of Wuhan City with Wuhan government cloud resources, and also adopts a new generation of information technologies such as big data, cloud computing, the IoT, and mobile interconnection to further deeply integrate water affairs with information technologies; an overall architecture for smart water affairs is constituted with forecasting, early warning, rehearsal and planning functions by establishing standards, enhancing perception, reinforcing foundation, digging data, and promoting application. The Wuhan smart water affairs project, in line with the general requirements of "demand driving, application priority, digital empowerment, intelligence orientation, and ability improvement" and the principles of co-construction and sharing and aiming to improve people's livelihood services and modern governance capabilities in urban water affairs in a digital, networked, intelligent manner, draws out a smart water affairs supervision pattern that "gets full perception within one network, grasps the overall situation on one map, issues all commands from one screen, makes decisions at one click, and guarantees safety with just one certificate obtained". In this way, an intelligent closed-loop, full-chain water affairs management model that consists of perception convergence, research, judgment, early warning, decision-making, disposal, assessment, and feedback is generated to enable the Wuhan water affairs governance "knowable, visible, controllable, and predictable" model and fully accelerate the development of the standard, refined, and intelligent water affairs management of Wuhan City.

1. Accurate grasp of the rainfall situationThe system grasps the future weather trend and rain belt trend in real time through radar echoes. By dividing the city into 407 5km × 5km grids, it finely forecasts the short-duration rainfall of each grid and fulfills multi-dimensional data-driven early warning and real-time perception. With the meteorological data integrated at all levels, multi-dimensional analysis of meteorological rainfall forecast data is performed from the three levels of wide area, city, and grid; with the rainfall forecast and the historical data of water accumulation integrated, invert and deduce the early warning information about water accumulation risk is inverted and deduced; and the rainfall situation of the city is grasped in real time by integrating the meteorological and hydrological data from more than 260 rainfall monitoring stations. Combining with the basic data of drainage facilities such as rivers, lakes, canals, networks, gates, and stations, as well as the query results and statistical analysis of real-time data of water and rain conditions, the layout and operating conditions of various facilities in the city, the water levels of various water bodies, and the actual rainfall and spatial distribution of the city can be fully grasped, with the overall situation to be viewed on just one map.

2. Comprehensive perception of waterlogging dynamicsCombining with 200 water depth monitoring points and more than 100,000 public security video surveillance cameras in the city, the online public opinion, the complaint data from the mayor's hotline calls, and the correlation analysis between water accumulation and road congestion data during heavy rainfall, the message about water accumulation risk points is pushed to all districts and responsible units at the first time for emergency disposal, and it is also synchronously released to the general public through WeChat and Weibo public accounts, so that the water accumulation risk can be identified rapidly and handled effectively in a closed loop and the concerns of the masses can be timely responded to. Through cooperation with Baidu, AutoNavi, and other navigation map software providers, the dynamic risk data and regional early warning data of water accumulation are output to guide the safe production of relevant enterprises and the safe travel of citizens. Since the platform was put into operation, it has provided information services nearly 10,000 times for early warning of water accumulation to the public and pushed more than 1,000 messages, greatly reducing the impact of heavy rainfall on urban operation.

3. Fully interconnected and unobstructed schedulingInspur builds an integrated communication platform by fully relying on the existing network and basic software and hardware environment, focusing on information sharing and system integration, and providing audio and video access and exchange services for multiple terminals, including monitoring systems, conference terminals, IP phones, mobile phones, drones, body-worn cameras, etc., so as to help the operators on duty of flood control and drainage distribute scheduling instructions through integrated communication, video consultation, mobile apps, and text messages and ensure that each command scenario of flood control and drainage can be "heard, seen, and followed".
