Smart Safety Supervision of the South-to-North Water Diversion Project

Overview

As the contractor of the intelligent video analysis system project for a management office along the middle route of the South-to-North Water Diversion Project, Inspur deeply analyzed the new situation faced by the customer in the early stage of the project construction, deeply explored the customer’s needs, fully implemented the new development concept of digital twin along the middle route of the South-to-North Water Diversion Project, and proposed a "terminal-edge-cloud-application" integrated, collaborative, intelligent video analysis solution. In this solution, the camera terminals provide a certain amount of computing power to reduce the pressure on data transmission and cloud due to the surge in data volume; the edge computing equipment is flexibly deployed to provide edge intelligence capabilities nearby, reducing the delay of intelligent video analysis and the pressure on cloud storage and processing; the cloud center has the stronger computing power to grasp the overall situation and undertakes more complicated computing tasks, so that it is the intelligent center of intelligent analysis tasks. The solution has reduced the labor intensity of the staff, improved the work efficiency, ensured the safety of channels and production, and solved the practical business issues during the construction of the middle-route trunk line, which has been unanimously recognized by the customer.

Background Information

As an important part of the South-to-North Water Diversion Project, the middle-route trunk line is a major strategic infrastructure to alleviate the serious shortage of water resources in the Huang-Huai-Hai Plain and optimize the allocation of water resources. The 1,277km trunk canal of the middle route of the South-to-North Water Diversion Project has become the main water source for more than 85 million people in 14 large- and medium-sized cities in Beijing, Tianjin, Hebei, and Henan. As of March 30, 2023, the South-to-North Water Diversion Project has transferred more than 55 billion cubic meters of water and replenished about 9 billion cubic meters of ecological water. In order to meet the all-round monitoring needs along the middle-route trunk line of the South-to-North Water Diversion Project for production and security, nearly 7,000 video surveillance devices were installed along the middle route to realize all-round monitoring of the front and back of the gate, the indoor environment, and critical facilities such as channels and parks. Considering the large number of monitoring points, numerous scenarios involved, heavy work tasks of management personnel, and long time of response to incidents, Inspur cooperates with South-to-North Water Diversion Middle Route Information Technology Co., Ltd. to introduce video AI analysis technology into the optimization and reform of the production model and management mechanism for the middle route scheduling to support the stable and efficient operation of the middle-route trunk line.

Overview for Solutions

As an important part of the South-to-North Water Diversion Project, the middle-route trunk line is a major strategic infrastructure to optimize the allocation of water resources. All-weather supervision of engineering safety has always been a difficulty, and Inspur has developed an integrated "terminal-edge-cloud-application" collaborative intelligent video analysis solution, which adopts a large model to automatically acquire the video data from predefined scenarios for intelligent calculation and analysis. This effectively eliminates the heavy inspection task and high work intensity of the monitoring personnel; otherwise, it is easy to cause visual fatigue and lead to false alarms and false negatives of events. Meanwhile, the retrospection of events will be transformed into early warnings in advance to achieve early detection, intervention, and handling, thus improving the emergency response capacity along the middle route and effectively ensuring the safety of the South-to-North Water Diversion Project.

Customer Benefits

The project has been put into practical operation in the flood season of 2022, with 202 cameras installed, 12 scenarios for intelligent analysis, an accuracy of several models up to 99%, and a total of 7,850 alarms sent out successfully. The testing and inspection results from the flood season show that, the project construction and new demands of customers have been completed with high quality, and the retrospection of events has been transformed into early warnings, so as to achieve early detection, intervention, and handling, thus improving the emergency response and intelligent management capabilities. It represents intelligent innovation and upgrade in the intelligent operational business field and has improved the intelligent and safe operation management capability of the national water network projects. The intelligent video recognition model plays an important role in ensuring water transfer and scheduling in the flood season of the South-to-North Water Diversion Project.
